Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just over a week before national elections.

Study Shows Consistent Bias in AI Suggestions

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the performance of the PVV.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
